Sector risk context

Telecommunications AI incidents have a unique multiplier effect: telecom infrastructure underpins all other critical sectors. A major AI-caused network outage can simultaneously disable financial payment systems, health-monitoring devices, emergency-services communications, and energy-grid management. Cascading harm to dependent sectors is the defining risk characteristic. Economic harm and human-rights/security-integrity harm are elevated to reflect population-scale service denial. Privacy harm reflects the sensitivity of communications metadata and content processed by telecom AI.
