Sector risk context
Water and wastewater AI controls infrastructure with direct, immediate public-health consequences. A failure in water-treatment AI (incorrect chlorination, contamination-detection failure, treatment-process error) can cause mass public-health incidents before the error is detected. The Oldsmar, Florida water-treatment incident (2021) — which was not AI-enabled and is referenced solely to illustrate the potential consequence of compromised automated treatment systems — demonstrates the attack surface: a single compromised control system could have delivered unsafe water to ~15,000 people. Environmental harm is elevated significantly because wastewater-treatment AI failure causes direct environmental release. Physical harm reflects public-health risk from contaminated drinking water.
