Normative boundaryOnly GAISSF-NOR-001 control statements are normative. Sector profiles, interpretations, examples and thresholds are informative.

How to Use This Guide

  • Classify the system and document mission context before selecting or tailoring controls.
  • Trace mission requirement to AI requirement, threat or hazard, control, test, result, residual risk and approval.
  • Use the workbook to maintain owners, evidence, tests, monitoring, incidents, changes and publication gates.
  • Escalate legal, IHL, safety, security and command questions to competent authorised functions.

Methodology Note

This guide uses two distinct evidence concepts. Source Verification Tiers T1-T4 describe how reliable a claim or source is: T1 primary verified, T2 authoritative secondary or independently corroborated, T3 contextual or single-source, and T4 anecdotal or unverified. Assurance Maturity Levels A0-A5 describe how far a control has progressed from assertion to operational demonstration. A high maturity level does not compensate for weak source verification, and a T1 source does not prove that a control is implemented.

Executive Summary

Defence AI assurance must integrate operational risk, programme accountability, safety, cybersecurity, legal acceptability, human authority and supplier control. Benchmarks and supplier attestations are inputs, not substitutes for mission-context testing. Assurance must continue after deployment because models, data, threats, environments and operator practices change.

1. Scope and System Categories

In scope are AI systems developed, acquired, integrated, deployed, operated, monitored or retired for defence enterprise, intelligence, cyber, logistics, training, mission support, mission-critical, safety-significant and physical-AI functions. Applicability is determined by mission, jurisdiction, system effect and authority—not by technology label alone.

2. Risk and Impact Frame

VectorRepresentative consequenceRequired evidence
MissionFailure, delay, degraded tempo, unsuitable recommendationMission-thread tests, contingency and availability records
HumanInjury, civilian harm, fratricide, workload, automation biasHazard log, human-factors trials, override evidence
SecurityClassified compromise, poisoning, extraction, insider misuseThreat model, provenance, access and red-team evidence
Legal/policyConflict with law, policy, ROE, export or records dutiesQualified applicability review and approved use constraints
StrategicEscalation, allied mistrust, sovereign dependenceStrategic risk, coalition interface and exit planning
Financial/programmeDelay, rework, failed acceptance, lock-inProgramme risk, contract and lifecycle-cost evidence

3. System Classification and AI Authority

Authority stateDescriptionHuman requirementPermitted progression
AdvisoryAI proposes; human reviews every material outputHuman retains decision and execution authorityOnly after representative test and approved use
Bounded automationAI executes low-impact predefined stepsHuman can monitor, override and reverseRequires tested bounds and rollback
Bounded autonomyAI acts within approved mission envelopeHuman sets mission intent and can abort within available windowRequires independent safety/security/operational evidence
Full autonomyNo timely human intervention after activationRequires exceptional legal, command and specialist reviewNot endorsed or presumed by this guide

Authority escalation is not automatic. Any expansion of action space, reduced intervention time or increased consequence is a material change requiring reclassification and reauthorisation.

5. Mission and Operational Context

  • Document intended/prohibited use, users, environment, adversary, connectivity, latency, staffing, intervention, fallback and abort assumptions.
  • Material mission change returns the system to the 30-day context/classification phase.

Notably Absent: implementation does not eliminate mission, legal, safety, security or human-factor uncertainty.

6. Data Governance and Provenance

  • Separate confidentiality, integrity, provenance, representativeness, legality and mission fitness.
  • Record source authority, classification, lineage, transformations, temporal validity, coalition restrictions and poisoning checks.

Notably Absent: implementation does not eliminate mission, legal, safety, security or human-factor uncertainty.

7. Model and System Security

  • Threat-model poisoning, evasion, extraction, inversion, prompt injection, retrieval poisoning, tool abuse, jamming, spoofing and insider misuse.

Notably Absent: implementation does not eliminate mission, legal, safety, security or human-factor uncertainty.

8. Secure Architecture and Engineering

  • Use segmentation, least privilege, signed artefacts, SBOM/AI-BOM, secure update, rollback, offline modes, safe states and independent verification paths.

Notably Absent: implementation does not eliminate mission, legal, safety, security or human-factor uncertainty.

9. Verification, Validation, Test and Evaluation

  • Test normal, boundary, adversarial, degraded, denied, out-of-distribution and recovery conditions.
  • Trace mission requirement -> system requirement -> AI requirement -> threat/hazard -> control -> test -> result -> residual risk -> approval.

Notably Absent: implementation does not eliminate mission, legal, safety, security or human-factor uncertainty.

10. Human-Machine Teaming

  • Test automation bias by presenting contradictory evidence, varying confidence displays, and measuring whether operators detect and report system errors.
  • Validate workload, intervention time, override accessibility, trust calibration, training and skill retention.

Notably Absent: implementation does not eliminate mission, legal, safety, security or human-factor uncertainty.

11. Autonomous and Semi-Autonomous Systems

  • Define action space, geographic and temporal bounds, target/object constraints, communications-loss behaviour, safe state, learning restrictions and abort authority.

Notably Absent: implementation does not eliminate mission, legal, safety, security or human-factor uncertainty.

12. Generative AI and Foundation Models

  • Control hallucination, fabricated citations, prompt injection, retrieval poisoning, tool invocation, code generation, version drift and audit logging.
  • Do not represent generated content as verified intelligence without independent validation.

Notably Absent: implementation does not eliminate mission, legal, safety, security or human-factor uncertainty.

13. Acquisition and Supplier Assurance

  • Require provenance, update notice, incident reporting, independent test rights, supportability, exit and sovereign-control evidence.
  • Supplier assurance does not replace acquiring-organisation testing.

Notably Absent: implementation does not eliminate mission, legal, safety, security or human-factor uncertainty.

14. Deployment, Monitoring and Change

  • Material changes require re-verification. Supplier update returns to evidence/testing review; mission change returns to context/classification; safety-significant change returns to independent V&V.
  • If evidence falls below the required assurance level, downgrade the system to a lower-risk role or suspend it until evidence is restored. Downgrade authority must be predefined.

Notably Absent: implementation does not eliminate mission, legal, safety, security or human-factor uncertainty.

15. Incident Response and Resilience

  • Preserve evidence, contain, revert, validate recovery, perform root-cause analysis and verify corrective action.

Notably Absent: implementation does not eliminate mission, legal, safety, security or human-factor uncertainty.

16. Records and Evidentiary Integrity

  • Retain model/configuration version, input provenance, output, human review, overrides, tool calls, changes, tests, approvals and incidents. Logs support reconstruction but do not prove correctness or lawfulness.

Notably Absent: implementation does not eliminate mission, legal, safety, security or human-factor uncertainty.

17. GAISSF Control-Specific Defence Implementation

Each control below preserves the authoritative identifier and title. Defence guidance is control-specific, informative and source-bounded. Source-baseline thresholds are not universal defence acceptance criteria.
